India's environment laws and the bodies they created
India built its environment law one Act at a time, and several Acts each set up their own regulator or approval system.
What the paper can ask
- The Forest (Conservation) Act 1980 requires approval from the Central Government before forest land is used for non-forest purposes.
- The Forest (Conservation) Amendment Act 2023, which became law in August 2023, gave the 1980 Act a new Hindi name and exempted some border and security land from its approval rule.
- The Biological Diversity Act 2002 sets up a three-level system: a national authority, State Biodiversity Boards, and local Biodiversity Management Committees.
- The National Biodiversity Authority was set up in 2003 to carry out the Biological Diversity Act 2002.
Latest
The Central Pollution Control Board and the State Pollution Control Boards were set up under the Water (Prevention and Control of Pollution) Act 1974 (sections 3 and 4). As of October 2026 the National Biodiversity Authority lists about 2.76 lakh Biodiversity Management Committees. On 3 February 2025 the Supreme Court ordered the Union and states not to reduce forest land unless compensatory land is provided, while petitions against the 2023 amendment are pending.
Why exams ask
Setters ask which Act created which board or authority, the headquarters of each body, the year of each law and the new name given to the forest law.
The full story
India has no single environment code. Laws came in steps from the 1970s: some deal with pollution of water and air, one controls the use of forest land, one is an umbrella law from 1986 that gives the Centre wide powers, and one protects biological resources. Several of them created boards or authorities to enforce them.
