What happened
NEET-UG 2026 was held on 3 May. On 12 May the National Testing Agency cancelled it over a paper leak affecting more than 22 lakh candidates, and the CBI took over the probe. A re-exam was held on 21 June; the government blocked Telegram from 16 to 22 June under Section 69A of the IT Act, which the Delhi High Court upheld. Student protests at Jantar Mantar and a 20 July march to Parliament, declared illegal by police, drew Supreme Court scrutiny of police action. Parliament passed a tougher anti-paper-leak bill on 29 and 30 July; Education Minister Dharmendra Pradhan resigned on 25 July. On 1 September the Supreme Court used Article 142 to quash FIRs against protesters.
Why it matters
For students the stakes are personal, but for an exam this story is a bundle of law: the 2024 Public Examinations Act and its 2026 amendment, Section 69A blocking, Section 163 BNSS prohibitory orders, the right to peaceful assembly under Article 19, and Article 142. It also shows how courts, Parliament and the executive each responded.

Words to know
- NTA
- National Testing Agency, set up in 2017 as a society under the Ministry of Education; it conducts NEET-UG. NEET became the single medical entrance test after a 2016 Supreme Court order.
- Public Examinations (Prevention of Unfair Means) Act 2024
- The central anti-paper-leak law, in force from 21 June 2024. The 2026 amendment, as described by the Cabinet, raises punishment for individuals to 5 to 10 years with a fine up to Rs 50 lakh, sets at least 7 years for organised crime with a Rs 10 crore fine (reports differ on whether that is a minimum or a maximum), and provides special fast-track courts, investigation within two months and trial within three months of the charge sheet.
- Section 69A, IT Act 2000
- Lets the government block online content on grounds including sovereignty, security and public order; upheld by the Supreme Court in Shreya Singhal v. Union of India (2015).
- Article 19(1)(a) and 19(1)(b)
- Freedom of speech and the right to assemble peaceably without arms, subject to reasonable restrictions under Articles 19(2) and 19(3).
- Section 163, BNSS
- Prohibitory orders by a magistrate in urgent cases of nuisance or danger; it replaced Section 144 of the CrPC.
- Article 142
- Lets the Supreme Court pass any order needed to do complete justice in a case; used earlier in the Ayodhya verdict and the Union Carbide settlement. Article 141 makes Supreme Court law binding on all courts.
- Rule 267, Rajya Sabha
- Allows a member, with the Chairman's consent, to move suspension of the day's listed business for a discussion; it is not an adjournment motion. The Chairman is the Vice-President of India.
- Jantar Mantar
- The designated protest site in New Delhi.
Both sides
The protesters: the Cockroach Janta Party movement demanded the Education Minister's resignation over the NEET and CBSE lapses, and petitioners before the Delhi High Court and Supreme Court alleged excessive police force against students at the 20 July march.
The police and government: Delhi Police imposed Section 163 BNSS prohibitory orders across the New Delhi district and declared the 20 July Sansad Chalo march illegal; the government pointed to the re-exam, the CBI probe, fast-track courts and the tougher law as its response. The courts' own findings (right to peaceful protest guaranteed; FIRs quashed under Article 142; a fresh FIR allowed against 2,873 named individuals) are in the timeline, not a verdict for either side.
What an exam could ask
- The 2024 Act and its 2026 amendment could be asked: year in force, punishment ranges, fast-track courts.
- Section 69A and Shreya Singhal could be attached to the Telegram block as a legal reasoning or GK item.
- Article 19 and Section 163 BNSS could frame a passage on the limits of the right to protest, using the Supreme Court's July observations.
- Article 142 could be asked with the September order as its latest example, alongside Ayodhya and Union Carbide.
- Rule 267 versus an adjournment motion could be tested as a parliamentary procedure question.
Angles to revise, not predictions.
