What happened
The Cabinet cleared Rs 11,718.24 crore for Census 2027 on 12 December 2025. Houselisting ran from 1 April to 30 September 2026 with optional online self-enumeration in 16 languages; mascots Pragati and Vikas were unveiled on 5 March. Population enumeration is due in February 2027, except Ladakh and snow-bound areas, counted in September 2026. It is India's first digital census and the first since Independence to ask about caste. Separately, on 17 April 2026 the Lok Sabha rejected the Constitution (131st Amendment) Bill, which would have allowed delimitation before the first census after 2026, raised the House to up to 850 seats and let women's reservation start right after it. The vote was 298 for, 230 against, short of two-thirds.
Why it matters
The census decides how many people India has, which feeds everything from delimitation to welfare. The failed amendment is a rare live example of Article 368 in action: a bill with a simple majority still fails if it misses the special majority. Both halves are classic polity material for law entrance exams.

Words to know
- Census
- The official count of the population, held every ten years since 1881. The first non-synchronous count was in 1872, the first after Independence in 1951, the last in 2011; the 2021 round was postponed. Census 2027 is the 16th overall and the 8th since Independence.
- Who conducts it
- The Registrar General and Census Commissioner under the Home Ministry, under the Census Act 1948. Census is Entry 69 of the Union List in the Seventh Schedule.
- Delimitation
- Redrawing constituency boundaries and seat numbers after a census. The allocation of Lok Sabha seats among states has been frozen on the 1971 census since the 42nd Amendment (1976), extended by the 84th Amendment (2001) until the first census after 2026.
- Article 81 and Article 82
- Article 81 caps the Lok Sabha at 550 members (530 from states, 20 from Union Territories). Article 82 provides for readjustment after each census; the 131st Bill sought to change it.
- Article 368
- The amendment procedure. A constitutional amendment bill needs a majority of the total membership of each House and two-thirds of members present and voting; some amendments also need ratification by half the states. The 131st Bill got 298 of 528 present, below the roughly 352 required.
- Women's reservation
- The 106th Amendment (Nari Shakti Vandan Adhiniyam, 2023) reserves one-third of Lok Sabha and assembly seats for women, to take effect after a delimitation following a census; Article 334A governs its start.
- Adjourned sine die
- A House ends its session without fixing a date to meet again.
What an exam could ask
- Census history could be asked: the years 1872, 1881, 1951 and 2011, and which is the 16th census.
- The special majority under Article 368 could be tested using the actual numbers of the 17 April vote.
- Census features could be asked: first digital census, caste question, mascot names, the 16-language portal.
- Which constitutional provisions freeze Lok Sabha seat allocation and until when could appear as a statement question.
- A legal reasoning passage could set out Article 368 and ask whether a bill passed by a simple majority amends the Constitution.
Angles to revise, not predictions.
